Dear Board Members, I wish to attach what Canada has used. It is to be revised but it would still be fairly short. What I have learned over the years as union delegate and also working on negotiations for the employer side is to keep things very simple. Once you get too wordy you need another document to interpret what was first said. The belief system plus the procedures are not embedded within policy. Many thanks, Jean
